Curaçao
Curaçao has been licensing online gambling since 1993 — one of the first jurisdictions in the world to regulate the industry. A constituent country of the Kingdom of the Netherlands in the southern Caribbean, it built one of the largest gaming registries globally on the back of that early framework, with 1,200+ licensed operators today.
The jurisdiction underwent a complete regulatory overhaul between 2023 and 2024. The Dutch government made reform a condition of COVID-era financial support, and the result replaced the old sub-license system with direct licensing under the Curaçao Gaming Authority. Costs increased, local presence became mandatory, and compliance expectations moved closer to Malta than to what operators experienced under the old regime.
